In addition to the two London area septs, there are a number of other “known” septs in the British Isles and the surrounding areas. We’re intentionally leaving these vague until they become relevant in play, whether because of new characters who need a place to have come from, because they become used in storylines, and so on.
It’s OK to have NPC Garou from these septs come to visit from time to time — typically, either because they want some information from the PCs, or because they have information to pass on to the PCs. If you want to have characters actually visit one of these septs, or have their leaders do something or take a position that’s significant enough to have an impact on the London Garou, please talk it over with staff first so we can try to keep the NPC characterization consistent.

Sept of the Ocean’s Lament

The Ocean’s Lament has been around under one name or another since before the Roman conquest — so long that its current name derives from the purge of the druids. Based around one of the most powerful caerns in the British Isles, its long history history makes it a force to be reckoned with even when compared to the other well-known local septs.
Its historic territory covers both Anglesey and part of north Wales — although some Garou of Ocean’s Lament claim more land as theirs, with the most ambitious staking a claim on the entirety of Wales. While they are probably strong enough to enforce these claims, neither they nor the other Welsh Garou are eager to find out — the struggle could badly weaken the sept at a time when they can ill afford it.
By werewolf standards, the Ocean’s Lament is a fairly moderate sept: the Alpha, Fianna Philodox Bryn Dragon’s Bane, traveled extensively in his youth and acquired some liberal attitudes that have put him in conflict with traditionalist elements. More interested in actions than in heritages, he’s shown a willingness to work with the Corax and certain other “acceptable” Fera, with the Fianna’s traditional faerie allies, and — when necessary — with Namebreakers and even (so it is rumored, usually by his enemies) Leeches.
It goes without saying that Bryn expects these “allies” to accept subordinate positions, and that any detour from what he’s marked out as appropriate behavior will be met with swift and fatal retribution — but this is still a bridge too far for some, and while the grumblings from less modernist Garou have not yet morphed into open rebellion, ambitious rivals are busy taking advantage.
Relations between Ocean’s Lament and the London area septs are tense, if not yet outright hostile. The Sept of the Glass Towers is too new, far too urban, and far too dominated by “outsider” tribes to have much common ground; fortunately for all concerned, there’s almost no communication or interaction between the two, since Glass Towers werewolves have little interest in the islands of Wales, and few of the Ocean’s Lament Garou would be caught dead in central London.
The Sept of the Spiked Pavise, on the other hand, is old enough and distinguished enough to be considered a worthy rival (and vice versa). Not that that makes relations much better — worthy rivals are the only ones there’s any point to fighting, after all. The Ocean’s Lament elders don’t understand why the Spiked Pavise has allowed another sept to establish itself in what should be their territory — and what in the world is a metis doing in the sept leadership?
The Spiked Pavise Garou, in turn, think the Lament is too isolated and old-fashioned to understand what’s really necessary to fight the Wyrm in the modern world. Both sides consider themselves in the right, both consider the other to have offended them, and neither one is prepared to back down in the face of anything other than a dire emergency. Some Garou have made efforts to repair the breach, but the general consensus is that things will have to get a good deal worse before they can get better.
